It’s butt ugly and I’m going to have chop it way back to get rid of it! It’s just a little seedling, that’s 3mm wire in the pics.

If it's just a seedling just unwire it and let it grow, maybe it'll produce some interesting opportunities

Looks like a gall. They are most commonly caused by a wasp that lays an egg and the stem swells around it.

Looks like cedar-hawthorn rust.

Symptoms on hawthorn: Cedar-hawthorn rust causes discoloring and yellow to nearly black spots on the leaves, fruit, petioles or new twigs. These spots contain black pimple-like fruiting bodies that produce spores.

So in other words it looks nothing like cedar Apple (hawthorn) rust? ?. Definitely looks like a gall of some sort IMHO.

Yep the symptoms are different and both diseases have different symptoms on junipers as well. This looks like what the symptoms are for the Hawthorne.

If it’s a gall it probably won’t kill the tree or branches but later on you will be left with big bulbous clumps on your branches. So if the health of the tree is in concern I don’t think pruning them off right now is essential.

Did you look at the pictures? It’s a growth in the woody tissue, not on the leaves. Leaves look pretty much fine.
