Looks like cedar-hawthorn rust.
Symptoms on hawthorn: Cedar-hawthorn rust causes discoloring and yellow to nearly black spots on the leaves, fruit, petioles or new twigs. These spots contain black pimple-like fruiting bodies that produce spores.
So in other words it looks nothing like cedar Apple (hawthorn) rust? ?. Definitely looks like a gall of some sort IMHO.
Yep the symptoms are different and both diseases have different symptoms on junipers as well. This looks like what the symptoms are for the Hawthorne.
Maybe you can air-layer one for a mini sumo? Sorry, just had to suggest air-layering.
