Scissor identification

I found these lovely scissors at an antiques store today. Can anyone help me ID their maker and best uses? They seem to cut very cleanly. (I'm including three photos of the side with three characters, each with the light illuminating one character at a time.)

Old. Well maintained. For ikebana but can be used for whatever.
