FUR bark....not fir bark.... normal or not?

Yesterday I was looking at a procumbens of mine and noticed the trunk looked "dirty"
I took a toothbrush and brushed it a bit and dust and "fur" started coming off.
I've seen "furry" bark in forests but is it good or bad or ?????/
