This is my little Azalea that was essentially what you are working with.. I have had it a few years and I have just been maintaining its pruning to shape and it resulted backbudding into a lower n dense tight canopy.. internode length will shorten and it will be tight

Remember they snap easy so crazy wiring would need to be on uper new growth..this is not some old landscape material that grew for 20 yrs into something great so i kind of worked with what was there nd i really like it..nd it blooms n all..u can prune roots n top pretty well with no issue..id tske it down to lowest growth nd itll fill in on its own..then manage its profile shape....remeber these hedge prune well so work it shape nd itll fill out on that old wood

I till may lose that left branch n focus on its windswept lean on mine

That meant to say super new growth..itll bend before it hardens but then theyre snappy
