Not sure how much to cut back and where.

If this has been newly dug and potted this is a great start. Let it grow back and gain strength. Eventually I'd want to chop it to the first curved branch. Cut off the first stub of a branch and go from there. All the new growth will be better in proportion and the taper would be amazing.
 
Your tree has good bones, let it grow for a year or two to get to know it, don't be in a hurry. If the tree lived in my collection I would wire it into a wider growing pot, then let it get healthy. Eventually I would eliminate the wrap around root. Once it has regained it's vigor I would cut the top apex, right hand branch, and back branch leaving about 1/3 on each to see how it responds, I would like to see how the first upright branch buds back, I would make it a balancing branch. The tree has too much natural movement to cut it to the first upright IMO. There is way too much mediocre bonsai, mine included! I like to use as much of a tree's qualities in it's design. I have close to 250 trees in progress, only three of them are truly world class, the only way to achieve world class is Clip, Grow, Wire, Clip, Grow, Wire..... good taper. I signed up for a 9 to 5 workshop with Suthin next Oct 28, I'm taking my 3 best pre-bonsai to see if he has the same vision that I have for each, can't wait!
