Need to identify this plant it was given to me and it needs lots of attention and I don't know where to start.

I believe I have an old adenium given to me by an oriental from Thailand, its branches are long and the leaves are bunched at the end the base is a twin and the limbs growing from the base has scars on them where it seems to have been cut back, my question is when do I cut back the limbs and how?
