Heard the news. Rest in Peace Vance. He was always willing to help others who came to him for advice on this website and he was genuinely a nice man. Despite having never met him in person, I think I will always be reminded of him every time I encounter one of those mugo pines.
Congrats to all participants (even those who didn't submit) and a big thank you to @Bonsai Nut and @Walter Pall for organizing and judging the submitted trees. I've thoroughly enjoyed following everyone's threads along the way.

These pics are from late September showing the scale of the leaves and the arrangement from the front and above. I counted at least 3 spots that could use trees on the left side of the planting and at least 2 spots for the right.

Update: I had to change out the soil in August due to poor drainage. I lost 3 trees during this time which I replaced with some others that I had on hand. The pics below show the new arrangement. I don't love the arrangement as much as the first but with some additional trees it will look better...
@forg0t Sorry about the lost tree. Even though it is dead you could always try to use it in a group planting of some kind. Just remove some of the bark or let it naturally weather. With some extra stones and junipers it could make for an interesting scene.
As an aside, has anyone else encountered stalled growth like this? If so how long generally did it take for your tree(s) take to rebound?
For context: Most of my pines had started pushing growth back in April and finished leafing out by mid to late May so this tree about 2 full months behind.
Update: The tree survived the winter but it has not had an especially good year. The photos below are about 10 days old now but they show what I believe to be a watering issue. Since I really didn't change much of the old soil I believe the soil hasn't been completely drying out in between...
Small update 1 year since the last post. Growth was strong this year so I continued chasing the foliage back. This is most evident on the right side where I took off ~2/3 of the foliage. My hope is to shift the strength/energy of the tree to the left (the side I'm keeping) so that I may get...
