Pokomoke and many other National Arboretum introductions of Crepe Myrtles are named after Native American tribes. This goes back to the hybridizing program by the late Dr. Egolf. Not sure who came up with Purple Cow.

I would say wild cherry, you can identify the fungus on the leaves to be certain.
