If you decandled last summer, yes, this is the time to pull the old needles. When you pull, grab the needle pair as low as you can to get the sheath, first twist the needle pair back towards the trunk, then pull the needles out in the direction they were. This way does the least damage.
You can also thin the excess buds (shoots) created from the decandling. Most likely, at many places where you decandled, you got more than two new summer shoots. Now is the time to reduce them down to two.
It will make it much easier to wire. The tree will look significantly better with the shorter needles.
Take a picture after needle pulling and before wiring. Then another after wiring.
