I don't think it's Ophiopogon, maybe some kind of Festuca: there are many cultivated species.

It's a very common plant under its different forms (green, blue, small, large,...) and "Fescues are common on golf courses in the US and UK". I have some in my garden, and maybe you live near a golf course ;)

I do not know where you are located, but if you pull out one of the clumps of leaves it should be triangular. Roll it in you fingers and if it does not roll smoothly it is a sedge. Sedges have edges. They have three ranked leaves and a triangular base. Grass leaves are two ranked and have round stems, which roll easily in your fingers.

If it has edges, it is in the Carex or Scorpius families of sedges.

After that you are on your own to ID. You need to look at the flowering steuctures or seeds to get a spieces ID.

If it turns out to be a sedge, wait for it to bloom. Star sedge is a nice accent plant in flower beds, and would probably make a mice accent plant for larger bonsai.
