Not sure,need a better close up but looks like a type of aphid possibly. Look for a couple of little tailpipes sticking up from the rear of the bug. If you see those cornicles (tailpipes) then you definitely have aphid and need to treat the tree with your preferred preventive pest control regimen. A macro close up pic will allow you and others to tell whether or not it is an aphid or something less damaging to your trees.

On a side note phylloxa or root aphids do not normally exhibit cornicles or produce honeydew like their cousins normally found higher in the plant however phylloxa may be found crawling around anywhere and can be severely damaging to plant roots. They are usually darker colored than pictures though. Just a little more aphid info lol.hope it helped

Unfortunately those were the best pics I took before killing it so I will have to go off the pics and memory. But I don't recall it having anything coming up from the backside. I only found the one and it was near the apex.

Possibly. But the online pics show them to be under a more cottony mass. For fun here are some pics from one of my JBP that had them. The images are 10x and 30x zoom. Note the white material and the black frass that is observable via close inspection without a lens. The only pic where you can see the critter is the last one where they are white background away from plant material.
