Means the soil is not draining well, not drying out fast enough... is it inside? What kind of tree is it?

I agree with Eric: the soil is not drying out enough between waterings. You need to let the surface of the soil dry completely, then water slowly and thoroughly. Let the surface dry again, water slowly and thoroughly, and so on.

If the tree is still struggling or if what you call mildew is still there after a week of that treatment, let the soil dry out a little more between waterings. (It may be mildew, tho it looks like a fungus to me. Either way, it means the soil is staying too wet.)

Also, get the tree into good, bright light and make sure there is some air circulation around it.

Knowing what it is, as Eric asked, and knowing where you are (in general terms) will let us give you better advice.

Also, are you all using an organic fertilizer?

I've seen that on my soil when I used a chicken manure based fertilizer and brought them inside (not a good idea...)

Aye! Good eye!

You can see it forming around those particles!

Its not a tree attacking growth, so the only harm may be it further thickening, what seems an already thick soil.

I'd scrape it for the winter...(soji?)
And repot when appropriate.
New loose soil.

Unfortunately, if it is the organics, this is only the beginning. Next come fungal gnats... Nothing too dire though, I would maybe scrape some of the upper layer off like @sorce said and put down a fresh layer of soil or even use sand. Something to create a barrier between soil and atmosphere.

I agree

Yeah, it probably isn't really a big issue, but it could lead to problems growing indoors. The fungus is just breaking down the organics which should actually be good for the plant, but it could be a symptom of a poorly aerated soil. Anyways, do you really want that fungus growing in your home? Like I said, fungal gnats will come, then who knows what next... You're creating a warm, moist, and organic rich safe haven for all sorts of critters.

The lady's at my greenhouse always said to use a 1/4 cup of bleach per 1 gallon of water that's sat out over night and water with that to kill fungal gnat larvae. Also those mosquito dunks (biological control) can be used to kill them, they sell a granulated version that you can spread over the soil surface and water in normally.

With mad pill bugs that merely clean up fallen ficus sheath and shit it in the soil!

Balance!

Yup, found a centipede in one of my pots a few months ago and I let him be, I'm sure there's some pill bugs in there too. I'm fine as long as they aren't plant pests. I have some cellar spiders in my house too, I'm constantly saving them from being washed down the shower drain...

I was cleaning out a Yaupon Holly the other day and found cricket parts wrapped up and hanging from a spider web inside. Unfortunately, it was a black widow spider so I had to relocate it.
