For future reference, ALWAYS tie down the trees to the pot. No matter the tree, no matter the condition of the root ball. Best practices when repotting will help with survival
Thank you, @Wires_Guy_wires and @rockm. The root ball is getting enough water, as per the chopstick I have in it. Temperature might be the issue, although I have been protecting all my plants when it drops under 30 degrees. Temps should be going up soon. Hopefully, it will rebound

Juniper squamata is not the best species for bonsai. The foliage will always look strange, and in a small tree (such as yours) out of proportion. It is hard to wire the shoots and form any convincing foliage pads. I have yet to see a decent refined specimen.

I think you were spot on, @PonderingSage: I wired the second leader back in late January, and it never woke up this Spring. I lost one other branch to wiring too. It might have been faulty technique on my part, but I think I will only lightly wire this guy and use more clip and grow

It's alive! I selected shoots today, leaving 2 where there were 3. I will wait until the shoots develop some more before I cut off some of the older wood that did not bud to create better tapered transitions. For now, I will let it be
