sago palm

Hi 👋 I would like to transfer my sago palm tree 🏝to a bonsai pot which is currently potted in a regular plastic pot. Is September the right month in California, US to do that? Is it possible or ok to shorten the leaves instead of cutting them from their base, to make it look smaller? I read...
