Never too late, but you’ll need to protect the tree from really hard freezes if you do much work once nights are hovering near freezing. Fall work is done just as the new needles are hardened off, and don’t release easily from their sheaths when gently pulled.
Major pruning is best done when the tree is growing, late spring and late summer/early fall.
