Leaves are pretty sensitive to environmental changes, let alone spraying with neem....use something a little less "heavy". Spray every other day for a couple weeks to cover life-cycles.

Re-pot this year, soil looks as if O2 can't be drawn thru the soil, and these nursery cans don't have the best drainage. Aphids probably migrating from overly moist soil.

Probably some scale along the leaf-stalk. BRT's excrete a sappy fluid along the length of the leaf, so if your not vigilant, bugs will find it and multiply.

I site in as much sun as I can find. Feed aggressively.

I have two of these trees, and I’ll tell you they act crazy every time I move them, even a few feet from where they were. So behavior sounds normal. Take care of the insects. This is a tree that needs consistency to set in and not messed with too much until it’s happy with its spot and routine. Let it get settled in.
