Advice on forming pads on a juniper

Hi any advice on pruning for forming the pads on this juniper? Should I just let it go wild and grow then prune it to shape or is there a special technique you could recomend? I feel the needles are have grown very busy and disordered. Ive atached some pics of the brances and the wiring, Any advice is apreciated.

Same basic approach as many species: prune to pairs within the desired silhouette. Prune downward growth. Prune upward growth, except where you want the pad to have more body, or if it’s in a place you might prune back to in the future. Clean out crotch growth. Wire it all out for photosynthetic efficiency. However, this is not the time of year to do this work in the northern hemisphere, unless you still have a long time until first frost.
