I start my layers in the spring when the first flush of growth has hardened off.

Spring is the best time. Either just before growth starts (highest auxin levels) or when growth is hardened off (highest overall productivity level).
But I've read some are better started in other seasons.

Bohne wrote a thread on pommegrenate. Maybe if you take a look there, you could find out if it's even necessary to layer it or not.

I suspect you could start an olive air layer pretty much any time if you don't have hard freezes. It might just sit there looking at you while it's cool. It will probably root more quickly in the spring.
