almost second flush on mugo

I have found some second flush-like growth on a mugo pine (in the ground).
The weakest buds did nothing.
Some buds elongated last summer and autumn, several buds reached almost the length of the first flush but they they didn't make any needles.
Other buds haven't elongated much but the sent out some needles.
Interesting is that they hardened off and will probably continue to grow in spring. I thought that not finished shoots will die off.
The shrub was pruned a bit to not grow into a pathway but not at places with these buds. Young shoots on nearby yew indicate summer pruning.
I live in zone 6.
Do anyone know how it happened and if it would be possible as well in a pot?

Fun fact: all the buds are curved and the tips face east.
