My guess is woolly aphids.

I wondered that initially but I didn't see any aphids or is it normal not to see them?

The white fluff should be the aphids. Try pinching some off and looking at the underside. Bet you see legs...

The white stuff is a cloak they wear to hide under. You'll need to poke around a bit more to find the insects.
