Any tips on rooting Elm cuttings?

I tried to Root some Chinese Elm cuttings about 5 weeks ago. They were new growth about 5" long. Treated them with a 0.1 IBA rooting hormone, stuck them into a basic Bonsai soil mix, out of the wind and direct sunlight, and misted two or three times daily. No luck!

Should these cuttings be taken with a heel? Was the month of May too soon to try this? If so, what time of year would give me the best chance for success?

Any advice would be appreciated.

I get the best results with elm cuttings by putting them in my wifes planters. Which is full of just potting soil. They get full morning sun till about 1:00. No hormone no misting. Just wired the trunk for shape. Time of year was around now.
