Arakawa Backbudding?

I have a nice sized Arakawa Japanese maple that I grew out in the flower beds. Now I need to push the growth back to get the proper sized foliage mass for the trunk size. Unlike most maples it seems that the Arakawa will not but back once the corky bark has started. What options do I have for pushing the growth back? Thread grafting came to mind but I've never tried it on the Arakawa. Thanks for your help.
