artificial light

Hello,
I didn't know in what section to ask this question... hope its OK.
I live in Israel which is a very sunny country all year round. having said that my apartment is facing north and the balcony I use, to grow the trees I have, get no direct sun during winter.
in transition seasons and during the summer I get 1-4 hours of direct sunlight in the morning and evening. the temperatures here don't get even close to 0 so heating is not an issue.
because I am relatively new to Bonsai and don't have enough experience with these conditions I was wondering if artificial light is needed.
my questions are:
1. Should I use artificial light? and if yes are there specific rules about it?
2. Dose any one have any recommendation on the type of lamps I should use?

I think any fixtures Would shade the natural light more than what they'd give.

If it is winter when trees get no full sun, that's fine. They still get skylight of some sort and that's probably all they need.
