What is this on my burning bush hedge, and how do I treat? I am currently squishing all that I see.

Aphids.

I’m a big fan of the neonic insecticides for aphid control, but I don’t know what the regulations are like where you are, and if you can even get them.

The most common neonic is imidacloprid. It kills bees really well so keep it off anything with bee pollinated flowers.

Yup aphids. I had the same ones on a Japanese Maple this year. That was very new to me. Normally I get more of the green colored aphids on my flowering/fruiting stuff like apple and pyracantha.
