The tree looks weakened. Leaf margins curling and dark, unknown white whatever. It appears that it was hit by a late frost or such that weakened it, and possibly a runt was shipped to meet demand -can’t see all that occurred with a quick shipped tree in transit.
If the leaves just need cleaned because of hard water, they should have made an attempt; however, the jazz on the leaves in a zoomed photo appears to have depth, not just film...
It’s pushing new growth and should easily survive with the proper care sure, but does not appear what you ordered (agree flowers are irrelevant).
