Betula nana lower branches

This is an air layer from a Betula nana that I've started to develop.
It is healthy and growing well. It is pretty apical dominant and I've removed the end buds higher up in the tree but the buds on the lower branches do not develop.

I'm thinking of cutting it above the branch just above where the wire end and make this the new leader. But obviously the trunk has to get thicker as well. The wire is mainly to keep it in the pot, when planting the roots were young and vulnerable.
I do want to develop the lower branches and do not want them to be dropped while the trunk is growing.
Any ideas on how to develop this tree further?

PS: it is in very wet organic soil but for this species that works well, they grow in bogs and do well in very wet conditions. I would not suggest this for other species.
