Bird keeps attacking my maple!

The foul beast already took out half of the seedlings. Fortunately the stumps tend to bud out, but it's a little upsetting.

What's the best way to deal with this? Is this a common problem, or am I just dealing with some feathered psycho? So far seems only interested in the (thankfully!) cheap Amur maple. HOA bans guns

Yup. Like @Wulfskaar said. Create a chicken wire dome over the plantings. Figure out a way to anchor the dome…something like extending the dome down the four sides of the container and then a short area flat area onto the table surface so you can place rocks (or something else heavy) to anchor the dome. You can still easily water and the sun exposure is not disrupted. I use rocks a lot because I have so many available around me. If not anchored by something birds and squirrels can probably knock the dome over quite easily and you’ll get very frustrated. Chipmunk, ground squirrels, do this type of damage quite often.
