Black spots on Chinese elm?

i have a Chinese elm that a few leaves with dark green to black spots. On top of that a few of the new growth coming out is curling up. It's not many but there are a few here and there. I've had this tree since last year and it did the same thing. It went dormant over winter and lost all its leaves and about a month ago as soon as the weather started to warm it stated growing very well quickly. Could this be a fertilizer issue? I'm using dyna-gro 7-9-5 and have used it once this year so far. Or is this a normal thing for an elm. Just trying to figure out what this is.

Could be Black Spot but doesn't really look like it... I would remove those leaves just in case it is a fungus so it doesn't spread.
I'm sure you'll get a spot on diagnosis here in no time.
