Bougainvillea help??

Hello there everyone. So I have these two outside of my house in Las Vegas All summer long they flourished with leaves and flowers. They have been losing leaves and flowers for weeks now. I know some leaves falling is normal but these are almost embarrassing to have in the front yard. I haven’t watered them in a few weeks due to the winter time, and the soil is still somewhat moist. This is my first winter with them. Is this normal? If so, should I let the stalks remain and keep losing leaves? Or should I cut them back and let them grow new in the spring? I think those got too cold. The best thing would be to cut them back (maybe to the third leaf from the main branches) and let them start over in the spring) Some summers, I prune mine back two or three times (Zone 8a).

ZeroBear is right.
Water them, cut em back. Cold got em. I only have 4 branches damaged this winter on front yard ones.

My bonsai bougie is just fine.
