Does a Bouganvillea need to go dormant in winter or can I place it in an indoor growhouse with a grow light for the winter?

It doesn't need to go dormant. They are originally from Brazil and can't handle freezing temperatures. You will need to be sure it gets lots of light and does not get overwatered over winter though. I live in Canada, and have to overwinter mine indoors.

They are tropicals. They can take a day of light freezing, here or there, but they aren't happy. Generally speaking anything under 40 degrees makes them sad. Anything under 25 kills them.

I live about 30 minutes from you, so same climate. I overwinter mine in a south facing patio door, with grow lights. They do fine, just be careful not to overwater.
