Brazilian Rain Trees - Growing Seeds

I recently ordered some Brazilian rain trees (10 seeds) and wanted some advice on a couple of things. I mainly ask because I have had a hard time finding information (the seller sends info but I would like to get info ahead of time to prepare).
1) Soil. I have read a mix of things, such as using a certain type of bonsai soil with sand, use gardening soil for seeds, etc. What would be the best option for these seeds after the 24hr soak?
2) Fertilizing. How often should I fertilize? What fertilizer should I use?
3) Watering. I am a bit confused by the concept of just having moist soil. How can you measure this?
4) Pots. When planting the seeds, I have seen a variety of potting. Such as a small pot under a plastic container for a greenhouse effect, the black container with the plastic covering that gardeners use (sorry for my lack of descriptiveness)
6) Sunlight. Would it be best to grow indoors or outdoors while they are germinating?
Anything else that you would recommend?
