Belfast is probably similar, maybe even warmer than my area. I would fertilise evergreens all year round for good growth. I just slow down a bit in winter - about every 4 weeks instead of every 2.
Fert is a 2 edge sword. It will help plants grow. It can also promote long internodes and softer growth that may not always be suitable for bonsai. Fert well in the growing phase but be prepared to reduce fert when building ramification and in maintenance.
