Cherry tree air layer issues

Last March I air layered a cherry tree limb I had already started to train and defoliate the year before for a cascade bonsai. June 20th I removed the layer and was unable to see even much callusing. I feel maybe I wrapped it too tight. My questions are is it possible to get a better outcome with a tourniquet layer started in April? Or possibly something else to try? Is there a specific rooting agent you would use with the cherry over others?

After my pruning this year I left this leader in red as my next target limb.

From my experience airlayers take longer and are harder to do when the branch is vertical . I’ve waited 3 years for a Crab Apple vertical layer to take when the same tree with a horizontal layer took 3 months .

My cherries air layer in less than 3 months. I don't girdle them, just remove a strip and tuck in the sphagnum.
But I don't defoliate and I don't train them either. They need that energy to make roots.
I do use a rooting gel, I think it's called Clonex.

Horizontal limbs have the tendency to make roots on the bottom only. Bending them upwards tackles that issue. I have three prunus mume now, while I started with just one this year.
