Chinese Elm Help Needed

I had accidentally completely dried out my Chinese elm a few months ago, I was hoping that it would have recovered by now, but it hasn’t. It is still green on the inside but it hasn’t shown any sign of new growth. Any tips on how to get it to grow?

I have it in sphagnum moss because I read that it encourages new root growth.

The shriveled bark makes me think it’s dead, regardless of where in the world you are. Normally, I’d encourage you to rinse and reuse the pot, but in this case, maybe just recycle. Better luck next time.
But wouldn’t the green on the inside of the tree mean that it is alive?

You could make a humidity tent over it...but it doesn't look to good. If you honestly feel it's not dead...water way less with no foliage. Check resource area BVF has an amazing tutorial on how to monitor when one waters found there.
