Chinese Elm is dead :(

I am pretty sure my 9 year old Chinese elm is dead. its not budding at all. last year it did not bud until almost the middle of June but it just looks dead. is there a way i can check?
 
Take a knife blade or something else and scratch the bark to the cambium layer. If you see green, there is hope. Start near the top and work down.

This was a nasty winter; some trees are slow in responding.

Yup if you see green it is alive.I literally ripped a hornbeam out of the ground last year and threw it under the deck.It has a 1.5" trunk.
It must of rained a lot and the it was covered in snow quite a lot .And then this spring was leafing out.The root ball was dry as heck,so I just cut of the dry roots and stuck it back in the ground.We'll see if the foliage hangs tuff.The shoots are about 5".
