Originally I let the top grow as much as I can while still providing enough sunlight for the low branches. One of which will become the apex when I chop. However, I would like to get input from people with much more experience.

Second set of branches from base would be highest site to eventually use as apex unless using bottom set for future tree. Top section too high up with no taper of trunk.

And just in case you need to correct a branch or trunk. The good thing is JBP are easy to graft. This is the time of year when the rewards of grafting are apparent as the needles push through the bag or buddy tape.
One possible site would be the outside bend on the lowest portion for a primary branch or even a new apical leader! With young stock the possibilities are endless. Just take the time to stock your tool kit with technique and practise over the next few years. Below is an example of changing a branch that needed foliage closer to the trunk. The end result needs growing out and the stub some work over time but it illustrates the point. The two scions were grafted in February this year from last years new growth after decandling, off the same tree
