I bought this coast rosemary in January of this year (2020) and let it grow a bit. After the first flowering in summer, I pruned in late summer (August) and now in September, there is a second flush of flowers. I intend to put this in a bonsai pot come spring 2021.

Wish I could keep one alive. I've killed several now. Seems they are touchy to root work, at least in my hands

Yes. Also tried early fall. Tried very gradual work. Tried significant root reduction. No problem keeping them alive when they're small, young things. Never got one with a significant trunk into a bonsai pot and living the rest of the season. I've accepted defeat and moved on. Hope you have better luck

Good job with westringea. I also have some difficulty with reaction after root work but they do respond really well to trimming the branches.
We are finding that most Aussie species do far better when root pruned in warmer weather - late winter through to summer. Even in really hot summers they hardly miss a beat after root pruning. We are in very late spring now and I have been digging natives from the grow beds for the past week. Today I repotted a number of banksias and will do more species over the next few weeks.
In slightly warmer areas growers find they can repot Aussie native plants all year round and I suspect 10a would fall into that category.
