I would only prune it for now.
I'm no expert, but are you sure it's a beech and not a european hornbeam?
I have trouble telling the two apart.

It,s a beech 100 percent.

When to prune, I'm not sure. I just got some beeches up in this place and I haven't read anything about them.
What I do know, is that usually, beech hedges in the Netherlands are trimmed in the end of spring (when leafs have developed) or in the start of autumn. They usually bounce back pretty well from that. We don't have hot summers like you do, and our climate is a bit wetter, I guess.

I would try to get closer to the trunk, so chop nearly every branch in half. This helps in making secondary and tertiary branching closer to the tree. Eventually, that would help fill it up. I personally feel like the branches are a bit too long now. It will fill up out of proportion (small but wide tree with a lot of empty space).
But again, I don't know anything about beeches yet. Mine haven't gotten out of dormancy, so I'm not doing any work on them until the autumn.

I'm second to vote for hornbeam. Please, show leaves when fully extended. Hornbeam is much more vigorous than beech.

Update:
The tree is thriving atm, i have reduced the lenght of some branches and got many more after those cuts were made.Tnx for advices.
Also,as i was testing for watering purposes i found many many small white roots -is this ok?
Now, i want some lower branches to get thicker,so i let them grow- is this good?
Some leaves when they emerge they have a reddish color- is this ok?
Where i made the cuts from.the trunk i have 5 more.branches 3 down and 2 up
I know there are more to do on this tree but now i just water and feed.
