I did a search and couldn’t find anything regarding my issue - My partner’s sister owns about 40 acres and I collected a few 2-3’ balsam firs. On one the lower branches are all bare and only the top has needles. I’ll post a pic later when I get home but my questions are - 1) will new needles come in? 2) If I remove the lower branches will new ones eventually grow?

On a Balsam Fir it is not likely, a Korean For is a different story.

Most likely no to both with no foliage. The older the branch/trunk are the less likely they are to get buds. Lots of light/ fertilizer helps get more buds. They are grown a lot like spruce if you are looking for ideas.
