Cork tree - Suber Quercus

Hi everybody
I'm new on the forum and also on the bonsai world. I have about one year experience, but not enough to know how to solve this problem with my suber Quercus. It was infected by scale insect and maybe due to the treatment it got weak and the leaves fell. It's not dead because new leaves are erupting from new sprouts. As this is a permanent leaves tree, is the any chance to recover the leaves on the centre of the tree? What should I do to recover the plant?

Nothing to do but wait and see if you get buds where you want them. By next spring you'll know what you have to work with and you can decide if you need to redesign. By the way, if you put your general location in your profile people can give you advice more specific to your climate.
