I just bought mine about a week ago thru the mail. It had a bunch of white flowers but now they are turning brown. I have it inside. Is this normal?

Flowers don’t last forever. Are they turning brown in a way that’s alarming or are they just getting old and naturally becoming spent?
Can the tree go outside?
They were white a week ago and now have turn brown. I am not sure if it's cause he tree is getting used the climate of being inside or what? Just wondering as I don't want it to die.

Flowers only last a week or so anyway so it is probably normal for them to fade to brown at this stage.
Long term health of the tree is different. Some plants will tolerate conditions inside but generally it is too dry and not enough air movement for most species to be really healthy. Cotoneaster are pretty tough but unless conditions can be made suitable they will usually gradually fade away indoors. Outside position will usually make caring for the bonsai much easier long term.
