ordered some already-dried seeds from the interwebs.. so far, nothing :(

I planted batches April 26 or so in mostly potting soil indoors & outdoors {and also put some aside in the fridge bc I read that sometimes helps w/germination. getting impatient, thinking about planting them now)

i don't know any specific seed treatment for cotoneaster but feeding the seeds to the chickens could help.
We don't have to plant cotoneaser seed here. They just come up everywhere after the birds eat the berries. Some seeds are adapted to the acid treatment as the seeds pass through a bird's gut.

Those seeds you have sowed may still germinate in time. Were the seeds nice and clean or did they still have pieces of dried fruit attached? Sometimes there are chemical inhibitors in the fruit. Water will often slowly leach out the inhibitors.
Sometimes you just need patience when growing seed. I don't throw out seed pots for a year. Leave them outside over winter for a natural stratification and plenty of water and rain to leach out any inhibiting chemicals.
