could I turn these in to roots

This was a 6 foot hawthorne that I trunk chopped this spring & put in a pond basket. As you can see it is putting out new shoots everywhere. It is also putting out new shoots really low down, their even coming up from below soil level. Is there any chance of turning some of these lower shoots in to roots somehow???? As you can see the roots aren't that great but if somehow these shoots could be utilised it would help in the future development of this tree.

I have found when replanting apples that had roots suckers tthat were allowed to grow that new roots form at the junction of the base of the shoot and the root. I think if you cover the base of these shoots you're likely to see some root growth there for next year. Allowing the shoots to grow unrestricted may result in some uneven swelling on your existing roots though. You could try covering the base and keeping the suckers pruned back for the season.
