Diseased Leaves on Willow

I have a couple of Willows that I've been growing from cuttings and They have both developed a strange disease on the leaves at the ends of their longest branches. Does anyone know what this mite be? Is it caused by insects or fungus? My plan is to cut off the affected areas and hope it doesn't spread to the rest of the tree, or worse...my other trees.

I'm not sure but I suppose you need to include a virus as a possible pathogen as well. You could take the affected leaves to a good landscape nursery and see if they can help, or you could try your county agricultural extension office. Good luck...that is ugly stuff you got there!
