Do buds grow through cut paste?

Curious if buds grow through cut paste. There is a bump forming under the cut paste of a recent chop on my chinese elm. Curious if I should cut the paste around this bump off or just let it push through on its own? it’s in a perfect spot.

Could also not be a new bud, but I don’t believe that bump was there before and there are tons of new buds forming all over the trunk.

It probably will not matter, you could score around the suspected bud to help it break free

Yes, but they more likely appear at the cambial ring (blue scribble), not as likely from the bark at the edge of a cut.
