Does this need to be repotted?

Hi guys, just got this elm the other day and the root base is resting ontop of the soil and seems loose/wobbly. Should I take the tree out and repott it? Should the base be lower into the soil. Thanks!

If you are going for a design change, go for it. If not and that soil is draining well, I would tie the tree down and let it settle into the pot.

Thanks, I need to remove all the soil to tie it down properly right? Bear with me, fairly new to this!

Not necessarily in this situation, but yes you can do that or find another way to secure it without disturbing the roots. But you definitely need to secure it.
