Dogwood weird growth?

I recently got a dogwood (not sure the species) for free from a local nursery. There is some weird growth towards the bottom of the trunk. It kind of looks like a BUNCH of buds in one location. Do any of yall know what it is? Would it be okay to cut it off as it creates some reverse taper? Thanks!

Looks like luos of roots. I have the same on a number of malus that I am growing out in a field. Near the soil, where grass during summer creates a humid environment I get these sort of lumps.

So I cut off one of the growths. And 2 branch stubs. I didn't cut off the other ones because they go almost all the way around the base of the trunk and I thought it might kill the tree if i cut all of them off. Do you guys think I should stop until these wounds are heal or can I go for it?
