Elm with green buds time to repot

I have a Chinese Elm that needs re-potting, it needed it last year but the leaves had opened when I found out(after talking to someone that had knowledge of the tree). I did not pot it, now today I see tiny green dots coming all over it. What is the best time to re-pot, now? or let the buds swell. I have a small Trident Maple in the same situation, needed potting last year but it was too late. It has small red buds showing...when should I re-pot?
