Buds just starting to get some green, but nothing opened up yet. Is this the right time to repot/root prune or did I wait to long? Also the best way to create more buds and growth on branches. Thanks for help.

You should be fine based on your comments. Best way to create more buds is with cut back to trigger back buds. Not recommended at the same time as repot and root pruning however. These comments are general without benefit of picture of tree and current condition. With a very vigorous tree some additional could be possible, but it would be best to wait for strong recovery and cut back after leaves o-en and harden off. If the condition is judged to be very healthy and vigorous.
